Bulgaria

- Capacity: calculated on the basis of 4 square meters per inmate.
Croatia
- Data refer to 31 December 2018 instead of 1 January 2019.
- Capacity: the figure includes 122 places for juvenile offenders and 126 places in prison hospital.
Estonia
- Total number of inmates: In addition to the total number of inmates, there were 172 prisoners in police custody, 4 convicted and 168 pre-trail detainees.
- Capacity: The total capacity includes 237 places in open-prisons. It does not include places in police stations.
Finland
- Total number of inmates: the figure does not include persons in supervised probationary freedom (187 inmates).
Italy
- The reference date is 31 December 2018 instead of 1 January 2019;
- Capacity: The current regular capacity of penal establishments is calculated on the basis of a Decree of the Ministry of Health of 1975 relevant to civil houses; the parameters of said Ministerial Decree were wholly adopted by the Penitentiary Administration: in particular, the surface foreseen for a single room is 9 square meters, plus 5 square meters for each further bed in multiple cells.
Latvia
- Capacity: The total capacity of penal institutions was reduced at the end of 2018 with the order of Minister of Justice.
Romania
- Data on 2 January 2019 instead of 1 January 2019.
- Capacity: figure calculated on the basis of 4 square meters per inmate.
Sweden

UK: England & Wales

- Capacity: Useable Operational Capacity of the estate is the sum of all establishments’ operational capacity less 2,000 places. This is known as the operating margin and reflects the constraints imposed by the need to provide separate accommodation for different classes of prisoner i.e. by sex, age, security category, conviction status, single cell risk assessment and also due to geographical distribution.
