Our paper “Actors or Actions? Rethinking Platform Governance in Pre-Platform Crisis Settings” with Gianluca Miscione, Dr. Iuliia Spycher Krivonosova, Kazem Haki has been accepted at ICIS – The International Conference on Information Systems 2026 in Lisbon.

By systematically analyzing the Ukrainian refugee crisis in Switzerland, we study how crisis governance develops before a clear platform, owner, or formal structure is in place. We call this governance-by-action: governance that emerges from what people actually do in practice.
