Elle a travaill\u00e9 comme doctorante FNS sur le projet \u00ab\u2009Health Governance\u2009\u00bb et a effectu\u00e9 son doctorat de 2012 \u00e0 2020 \u00e0 l&rsquo;Institut d\u2019\u00e9tudes politiques de l\u2019Universit\u00e9 de Lausanne. Par ailleurs, elle travaille aupr\u00e8s de l\u2019Office f\u00e9d\u00e9ral de la Sant\u00e9 publique en qualit\u00e9 de cheffe suppl\u00e9ante de la section Base scientifique. Son travail de th\u00e8se vise \u00e0 promouvoir la gouvernance politique en sant\u00e9 publique. Wally Achtermann a soutenu sa th\u00e8se le 8 d\u00e9cembre 2020, sous la direction du Prof. Dr. Dietmar Braun.<\/em><\/p>\n\n\n\n<p>Cette th\u00e8se de doctorat \u00e9value de mani\u00e8re critique les sch\u00e9mas de coordination des processus l\u00e9gislatifs qui sous-tendent les lois adopt\u00e9es et non adopt\u00e9es en mati\u00e8re de lutte antitabac en Australie et en Suisse, deux types diff\u00e9rents de d\u00e9mocratie. La nocivit\u00e9 du tabac est scientifiquement incontest\u00e9e. Toutefois, la lutte contre les effets nocifs sur la sant\u00e9 par l\u2019\u00e9laboration des lois a \u00e9t\u00e9 modeste. En s\u2019appuyant sur l\u2019institutionnalisme centr\u00e9 sur l\u2019acteur et sur la typologie des d\u00e9mocraties de Lijphart, nos r\u00e9sultats montrent que les deux pays sont parvenus \u00e0 un sch\u00e9ma de coordination similaire pour les lois adopt\u00e9es.<\/p>\n\n\n\n<p>C\u2019est dans l\u2019Australie majoritaire, o\u00f9 l\u2019exclusion des acteurs dissidents et l\u2019interm\u00e9diation des int\u00e9r\u00eats concurrentiels dominent classiquement les processus l\u00e9gislatifs, que nous trouvons de mani\u00e8re inattendue l\u2019inclusivit\u00e9 sous la forme de consultations publiques, d\u2019entreprises communes et de recherche de consensus. \u00c0 l\u2019inverse, la Suisse ax\u00e9e sur le consensus pr\u00e9sente des caract\u00e9ristiques majoritaires telles que l\u2019exclusion des acteurs, le comportement concurrentiel et la prise de d\u00e9cision unilat\u00e9rale et hi\u00e9rarchique. En revanche, pour les lois non adopt\u00e9es, les sch\u00e9mas de coordination apparaissent comme une image invers\u00e9e des id\u00e9aux-types de Lijphart, la comp\u00e9tition partisane \u00e9tant un facteur de perturbation important.<\/p>\n\n\n\n<p>Cette th\u00e8se montre qu\u2019alors que les acteurs ont utilis\u00e9 leur marge de man\u0153uvre pour orienter les processus l\u00e9gislatifs, les cadres institutionnels ont n\u00e9anmoins fa\u00e7onn\u00e9 de mani\u00e8re forte le r\u00e9sultat des politiques \u00e0 des moments critiques du processus l\u00e9gislatif, soutenant ainsi la validit\u00e9 essentielle de la typologie des d\u00e9mocraties de Lijphart.
