Dans sa th\u00e8se de doctorat, elle a \u00e9tudi\u00e9 notamment les moteurs et freins du e-Government en Suisse. Plus largement, elle s\u2019int\u00e9resse aussi aux questions li\u00e9es \u00e0 l\u2019innovation publique et \u00e0 la repr\u00e9sentation d\u00e9mocratique. Elle a effectu\u00e9 ses \u00e9tudes de Master \u00e0 l\u2019Institut de hautes \u00e9tudes en administration publique. Dans son m\u00e9moire de Master, elle a \u00e9tudi\u00e9 l\u2019introduction du dossier \u00e9lectronique du patient dans une perspective comparative. Elle a soutenu sa th\u00e8se en juin 2019 sous la direction du <span id=\"vH8Qf\" class=\"z-html\">Prof. David Giauque<\/span> (IEP).<br \/>\n<\/em><\/p>\n<p>L\u2019objectif de cette th\u00e8se de doctorat consiste \u00e0 analyser les moteurs et freins relatifs au d\u00e9veloppement du e-Government en Suisse et \u00e0 \u00e9valuer l\u2019utilit\u00e9 de ce type sp\u00e9cifique d\u2019innovation pour l\u2019administration publique suisse. En utilisant une approche m\u00e9thodologique mixte qui combine des entretiens semi-directifs avec une enqu\u00eate aupr\u00e8s de sp\u00e9cialistes, cette recherche offre notamment des explications au classement comparativement bas de la Suisse en mati\u00e8re de\u00a0 e-Government. L\u2019\u00e9tude de cas suisse est ici classifi\u00e9e comme d\u00e9viante\u00a0; l\u2019\u00e9tat de d\u00e9veloppement du e-Government ne correspond pas aux possibilit\u00e9s que le contexte suisse offre.<\/p>\n<p>Les r\u00e9sultats montrent que les facteurs principaux qui impactent sur l\u2019introduction des projets d\u2019e-Government sont li\u00e9s \u00e0 la culture organisationnelle dans les administrations publiques suisses et au manque de structures de coop\u00e9ration entre diff\u00e9rents d\u00e9partements et niveaux de gouvernement. L\u2019installation d\u2019une culture d\u2019innovation augmenterait l\u2019ouverture vers l\u2019e-Government et autonomiserait le secteur public suisse \u00e0 l\u2019\u00e9gard de l\u2019innovation.
