We examined 25 platforms in Italy and found that while they improve access and service reach, they also risk excluding vulnerable users, eroding trust, and fragmenting service ecosystems.
We show that public value isn’t just created by what a platform does. It also depends on how it’s governed. Interoperability, oversight, and clear public value goals are key.
