Pour les corriger, nous demandons&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Le versement automatique d\u2019un compl\u00e9ment de 1500 francs mensuels pour les doctorant\u00b7e\u00b7s financ\u00e9\u00b7e\u00b7s sur fonds externes, pour compenser l\u2019\u00e9cart salarial avec les assistant\u00b7e\u00b7s dipl\u00f4m\u00e9\u00b7e\u00b7s.&nbsp;<\/strong><\/li>\n<\/ul>\n\n\n\n<p>En 2022, l\u2019\u00e9cart entre les bar\u00e8mes des salaires des doctorant\u00b7e\u00b7s FNS et des assistant\u00b7e\u00b7s dipl\u00f4m\u00e9\u00b7e\u00b7s se montait \u00e0 18\u2019000 francs par an en premi\u00e8re ann\u00e9e et \u00e0 plus de 22\u2019000 francs en quatri\u00e8me ann\u00e9e. L\u2019UNIL en compense environ la moiti\u00e9 aujourd\u2019hui, gr\u00e2ce \u00e0 une indemnit\u00e9 mensuelle de 750 francs accord\u00e9e \u00e0 la quasi-totalit\u00e9 des doctorant\u00b7e\u00b7s sur fonds externes. Pour compenser cet \u00e9cart, nous demandons que cette indemnit\u00e9 soit doubl\u00e9e et qu\u2019elle augmente en suivant l\u2019\u00e9volution des salaires (notamment leur indexation).<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>L\u2019engagement syst\u00e9matique \u00e0 100% des assistant\u00b7e\u00b7s dipl\u00f4m\u00e9\u00b7e\u00b7s, avec 70% de temps r\u00e9serv\u00e9 \u00e0 la th\u00e8se, pour offrir des conditions de recherche \u00e9gales.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>En 2021, le taux d\u2019engagement moyen des assistant\u00b7e\u00b7s dipl\u00f4m\u00e9\u00b7e\u00b7s \u00e0 l\u2019UNIL \u00e9tait de 84%. Par ailleurs, les assistant\u00b7e\u00b7s dipl\u00f4m\u00e9\u00b7e\u00b7s consacrent jusqu\u2019\u00e0 50% de leur temps \u00e0 d\u2019autres t\u00e2ches que leur th\u00e8se. Par cons\u00e9quent, ils et elles disposent seulement de deux ans pour r\u00e9diger leur th\u00e8se sur les cinq ans pr\u00e9vus par leur contrat. En comparaison, les doctorant\u00b7e\u00b7s FNS disposent de 85% de temps pour leur th\u00e8se sur quatre ans \u00e0 100%. L\u2019\u00e9cart du temps disponible pour la th\u00e8se est donc de 11 mois. Pour compenser cet \u00e9cart, nous demandons que tous les postes d\u2019assistant\u00b7e\u00b7s dipl\u00f4m\u00e9\u00b7e\u00b7s soient mis au concours \u00e0 100%, que la Direction propose aux personnes d\u00e9j\u00e0 en poste d\u2019augmenter leur taux de travail, et que les cahiers des charges des assistant\u00b7e\u00b7s pr\u00e9voient au minimum 70% du temps de travail consacr\u00e9 \u00e0 la th\u00e8se.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>La garantie par l\u2019UNIL des salaires des doctorant\u00b7e\u00b7s sur fonds externes, comme pour les assistant\u00b7e\u00b7s dipl\u00f4m\u00e9\u00b7e\u00b7s.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Actuellement, les contrats sign\u00e9s entre l\u2019UNIL et ses salari\u00e9\u00b7e\u00b7s dont le poste est financ\u00e9 par des fonds externes ne lient l\u2019universit\u00e9 que tant que le fonds en question est aliment\u00e9. En cas de probl\u00e8me, les salari\u00e9\u00b7e\u00b7s en question perdent leur emploi hors de tout cadre l\u00e9gal. Cette situation, heureusement rare, n\u2019est pas acceptable dans une institution publique. Nous demandons donc que l\u2019UNIL se porte garante des salaires en question et les verse en cas de disparition de la source de financement (p. ex., si le directeur ou la directrice de th\u00e8se quitte l\u2019UNIL).<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Des contrats de cinq ans pour les assistant\u00b7e\u00b7s dipl\u00f4m\u00e9\u00b7e\u00b7s et de quatre ans pour les doctorant\u00b7e\u00b7s FNS, \u00e0 la place des multiples contrats successifs actuels.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Selon la Loi sur l\u2019Universit\u00e9 de Lausanne (LUL), les assistant\u00b7e\u00b7s dipl\u00f4m\u00e9\u00b7e\u00b7s signent trois contrats successifs pour couvrir leurs cinq ans d\u2019engagement \u00e0 l\u2019UNIL. Les doctorant\u00b7e\u00b7s FNS en signent \u00e9galement plusieurs (en nombre variable selon les projets et les facult\u00e9s). Cette multiplication a pour seule cons\u00e9quence d\u2019exposer les doctorant\u00b7e\u00b7s \u00e0 l\u2019arbitraire et aux pressions. Nous demandons que les contrats de l\u2019ensemble des doctorant\u00b7e\u00b7s soient sign\u00e9s pour l\u2019int\u00e9gralit\u00e9 de la dur\u00e9e pr\u00e9vue pour terminer une th\u00e8se. To correct these inequalities, we demand that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>PhD students on external funding automatically receive an allowance of 1500 francs per month to compensate for the wage gap with graduate assistants.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>In 2022, the salary scale gap between first-year SNSF doctoral students and first-year graduate assistants amounted to 18\u2019000 francs per year and reached 22\u2019000 francs in the fourth year. UNIL already compensates for about half of this gap thanks to a monthly allowance of 750 francs that is granted to almost all PhD students on external funding. To erase this gap, we ask that the current allowance be doubled and periodically increased in accordance with the salary scale (e.g., wage indexation).<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Graduate assistants be employed on full-time contracts and that 70% of their time be spent on their PhD thesis, to offer equal research conditions.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>In 2021, the average employment rate of graduate assistants was 84% at UNIL. Besides, graduate assistants can spend up to 50% of their working hours on other tasks than their PhD. This means that they only have two years to write their PhD out of the five years of their contract. In comparison, SNSF doctoral students, who are on full-time contracts for four years, spend 85% of their time working on their PhD. Consequently, they have an additional 11 months to complete their work. To compensate for this disparity, we ask that graduate assistant positions only be advertised as full-time, that the rectorate offer an employment rate increase to those whose contracts have already started, and that the&nbsp;<em>cahier des charges&nbsp;<\/em>of all graduate assistants specify that a minimum of 70% of their working hours be spent on their doctoral thesis.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The salaries of PhD students on external funding be guaranteed by UNIL, as is the case for graduate assistants.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Currently, the contracts signed between UNIL and its employees on external funding are only binding for UNIL if the funding continues. Consequently, PhD students on external funding can lose their jobs if their funding disappears for reasons external to them (e.g., their supervisor leaves UNIL). This situation, which is fortunately rare, is not acceptable for a public institution.
